Development Bank of Kazakhstan (a subsidiary of Baiterek Holding, hereinafter – DBK, the Bank), took part in the 9th ULLTYQ ONIM 2026 Exhibition of Kazakhstani Producers, held at the EXPO International Exhibition Centre. The event brought together representatives of business, government agencies and international financial institutions.
At a panel session organised by the Damu Fund, Marat Yelibayev, Chairman of the Management Board of DBK, discussed ways to expand financing for large-scale industrial projects with experts from the EBRD, IFC and AFD.
Mr Yelibayev said large-scale projects help create an ecosystem that supports the growth of small and medium-sized businesses. He cited the Kazakhstan Electrolysis Plant, supported by DBK, as an example. Its output is used by manufacturers of aluminium cans, cable products and construction materials.
One of the key topics of the session was the development of the Guarantee Fund 2 mechanism, jointly implemented by DBK and the Damu Fund. The instrument provides guarantees covering up to 30% of a project’s cost for up to 20 years. It is designed to support capital-intensive greenfield projects. By 2027, the guarantee portfolio is expected to reach KZT 1 trillion.
Joint projects by DBK and the Damu Fund include the Qazaq Global Food fruit and vegetable processing plant, Qazclinker clinker production, the expansion of the Prima-Kus poultry farm and the Kazak Protein deep grain processing project. These initiatives are expected to create more than 2,600 jobs.
DBK also presented an updated corporate video showing how projects financed by the Bank contribute to the development of Kazakhstan’s industry and regions.
