Chairman of the Management Board of Development Bank of Kazakhstan JSC (a subsidiary of Baiterek Holding, hereinafter – DBK, the Bank) Marat Yelibayev met with Acting Dean of the Graduate School of Public Policy at Nazarbayev University Dr. Riccardo Pelizzo and delivered a lecture to students.
The central topic of the meeting with the Dean was the potential to expand cooperation between Nazarbayev University and the Development Bank of Kazakhstan.
In particular, it was emphasized that many NU graduates are already working at DBK, and the discussion also addressed opportunities for NU students to undertake internships and placements at the Bank. Marat Yelibayev noted that now, with the removal of the five-year work experience requirement for new hires, young specialists and graduates have the opportunity to immediately start their careers at the development institution.
The sides also agreed to cooperate in the field of research and analytics: DBK is ready to provide data and expert support to ensure that university research is practical and applied in nature.
Following the meeting, the DBK Chairman delivered a lecture titled “Development Bank of Kazakhstan: A Key Policy Instrument for Economic Development.” He outlined the Bank’s role in financing major infrastructure and industrial projects in non-resource sectors, supporting economic diversification, and promoting sustainable development.

The central message of the lecture was the key role of state development institutions in transforming the economy, where financial objectives are inseparably linked to the achievement of national strategic goals.
Particular attention was given to DBK’s role in supporting sustainable development, including financing the green economy and facilitating the attraction of international investment for Kazakhstani exporters.
The lecture was delivered in an interactive format. Future professionals were able to apply their theoretical knowledge to the real challenges of Kazakhstan’s economic development: working through practical case studies, students sought to balance energy security with decarbonization objectives, define acceptable risk levels in financing innovative projects, and propose ideas to stimulate local production without loss of efficiency.
The DBK Chairman concluded with a key message for future specialists: “Public policy becomes reality through institutions like DBK, where analysis, decision-making, and timely implementation deliver measurable results.”
