With the financing of DBK, the construction of a new oil extraction plant has begun

The launch of a new extraction plant will significantly increase the processing of oil crops, the production of vegetable oil, particularly linseed and rapeseed oil, as well as cattle fodder (seed cake). Upon achieving 100% of its design capacity, the Company plans to process 180-300 thous. tons of oilseeds per year, which amounts to 7.6-12.7% of the annual gross yield of oilseeds. The project is entirely export-oriented, China will become the main area for the sale of vegetable oil, and Europe, Russia and China – for the feed export. The representatives of Maslo-Del Petropavlovsk LLP plan to put the plant into operation in 2023. Construction will be carried out on the territory of existing granary with a total capacity of 58 thous. tons of lump storage of oilseeds.

“We plan using cold-pressed technology in production to increase the demand in foreign markets, as the project is aimed at developing the export capacity of the republic. For consistency with global standards, production equipment will be purchased from leading European suppliers. Moreover, the existing laboratory for quality control of inward raw materials will be expanded to analyze the characteristics of the output of a new oil extraction plant,” - emphasized the Director of Maslo-Del LLP Pavel Selivanov.

The competitive advantage will be provided by: access to raw materials, modern European equipment and the latest technology, highly qualified personnel and the Company’s experience in implementing the similar projects. Moreover, Maslo-Del LLP has its own elevator to store oilseeds located at the plant site, which will significantly reduce the cost and help to purchase oilseeds at the most favorable price.

Overall cost of the project totals KZT 15 biln., 73% of which – KZT 11 bln. provided by DBK as a loan for 12 years. The project is implemented as part of the “Business Road Map 2025” and the State Program of Industrial and Innovative Development of the Republic of Kazakhstan for 2015-2019. The Bank’s credit funds are intended for the purchase and installation of equipment, including commissioning work.

The plant launch is of great social importance for the North Kazakhstan region, which is a leader in the oilseeds production. Thus, given the rather impressive processing capacity, the plant will give added impetus to the local farmers to increase the sowing of oilseeds such as sunflower, flax, and rapeseed. The plant launch will provide additional 217 jobs, as well as increase production and export volumes to 300 thous. tons per year, which will increase the level of processing in the region from 30% to 60%.

Maslo-Del’s exports has grown steadily: in 2015, the exports worth KZT 2.44 bln., in 2020 - KZT 10.16 bln., in January-August 2021 - KZT 11.48 bln. Since 2015, exports have increased more than fivefold, and after the plant launch exports will increase another twofold compared to the current level. The increasing production will also have positive impact on tax revenues to the budget, expected to be about 1.2 bln. a year.

Maslo-Del Petropavlovsk LLP was founded in 2006 as a milk processing enterprise, and in 2013 it changed its activity to seed drying, cleaning, and storage. Its own granary capacity is 58,000 tons of lump storage. The granary is equipped with modern German equipment by Buhler and Petkus. In 2014, German equipment was bought in leasing by KazAgroFinance JSC for the granary. The Company employs 29 people. The Company is part of Maslo-Del LLP structure.
