The technological complexity, the diversity of investment areas and the scale of projects financed by DBK require the involvement of an independent, professional expert opinion during their evaluation. In particular, the external evaluation of projects is necessary at the third stage of analysis which is bank expert examination. Given the entry into force of the new Law on Valuation Activities, and, as a consequence, the transition of valuation activities to self-regulation, the signing of this memorandum is more relevant than ever. Today, being a kind of regulator of the appraisers' activities, Bagalau Qazaqstan Chamber of Appraisers acts as a guarantor of high standards of services provided by members of the Chamber to borrowers of the Bank.
"I think this format of cooperation is the most effective. Within the framework of the agreement signed today, the Bank plans to resort to the assistance of the Expert Council of the Chamber of Appraisers, especially in terms of controversial issues. In addition, we are now considering the inclusion of DBK employees in the composition of this Expert Council. In this regard, we are very pleased that the objectives of the Bank and Bagalau Qazaqstan Chamber of Appraisers match - this is, first of all, the professional advancement of appraisers, satisfying professional interests, assisting in improving assessment activities and monitoring the quality of assessment reports", said Bakhyt Surapbergenov, the Managing Director of DBK.
The parties will start the exchange of experience and knowledge by holding joint seminars and forums. Moreover, now the existence of a bilateral agreement makes it easy to exchange methodological, expert and technical data. Bagalau Qazaqstan appraisers and DBK representatives will commence the joint development and implementation of standards and techniques of the international level, the normative legal acts regulating appraisal activities. Please note that now Bagalau Qazaqstan Chamber includes 332 appraisers, among which there are representatives of international companies.

The Chamber of Appraisers "The Self-regulatory organization Bagalau Qazaqstan Central Association of Appraisers" of Kazakhstan was established on June 12, 2018. Its main functions are: conducting qualification examinations and issuance of qualification certificates, as well as certification to determine the level of professional training of appraisers, independent examination of evaluation reports, assistance to members of the Chamber for the exchange of experience in evaluation activities.
