The project is planned to be supported through co-financing in collaboration with a second-tier bank in Kazakhstan. Its total cost amounts to KZT 153.88 billion, with DBK contributing up to KZT 64.46 billion.
"The significance of the project lies in the absence of domestic PVC production in Kazakhstan. The future plant will entirely meet the domestic market's demand for this product. Moreover, the project will stimulate the development of the chemical industry as a whole, including the expansion of the domestic caustic soda market," commented Mr.Marat Yelibaev, Chairman of the Management Board of DBK.
The plant will generate a significant socio-economic impact on the development of the Turkestan region. During the construction phase, approximately 1,000 jobs will be created, with 346 jobs for Kazakhstani specialists upon commencement of operations.
Upon reaching its designed capacity, the plant will produce up to 100,000 tons of caustic soda, 120,000 tons of PVC, and 180,000 tons of calcium carbide annually. In addition to the domestic market, exports are planned to the EAEU and the European Union, as well as to China and Turkey.

The project's implementation will create new jobs, significantly increase annual tax payments to the budget, exceeding KZT 10 billion annually," noted Bolat Estemesov, Director of LLP "Innovative Complex Sastobe."

Caustic soda has a broad spectrum of applications in various industries, including textiles, chemicals, food, oil, and many others. It is used in the production of detergents, shampoos, cleaning agents, paper, viscose, food products, and aluminum oxide.
Polyvinyl chloride belongs to synthetic materials. It is used in the production of medical products (containers for storage and transportation of blood preparations and internal organs, catheters, droppers, gloves, masks, packaging for tablets), in the automotive industry (seals, interior decoration elements, electrical insulation), in construction (sandwich panels from PVC, vinyl profiles for windows, sewage pipes and insulating materials), as packaging (film for soft and hard grains, bottles, tubes for toothpaste and creams, mobile phone cases and accessories for them).
