Khazar -38 diesel fuel is unique bacause it has a minimum sulfur and paraffin content. Moreover, it is a straight product of the technological process, as it does not contain additives that affect the cold flow properties. Such diesel fuel corresponds to K5 ecological class. At the moment, Khazar -38 production in Kazakhstan is established only at Atyrau Refinery-the enterprise having the one and only hydroprocessing and dewaxing unit of Prime D diesel fuel at the advanced oil refining complex in the country.

"Taking into account the harsh winters in many regions of Kazakhstan, such fuel will be in demand among domestic consumers. The first batch was shipped from Atyrau Refinery on November 14, and 3088 tons have been shipped to date. In total, the Atyrau oil refinery plant planned to ship 3.500 tons in November", said Daniyar Tiyessov, Deputy Chairman of the Management Board for Oil Refining and Marketing of NC KazMunayGas JSC.

Let us recall that at the end of last year, the oil refinery plant produced diesel fuels with a cold filter plugging point of -25°C and -32°C. However, thanks to the launch of a new advanced oil refining complex, built as part of a large-scale modernization of the plant, the production of new, improved winter diesel fuel has now been established. The project to improve the plant in 2012 was supported by the Development Bank of Kazakhstan by issuing a loan in the amount of USD 251.9 million for up to 13 years. The project was implemented as part of the State Program of Forced Industrial and Innovative Development of the Republic of Kazakhstan for 2010 - 2014 and the State Program for Innovative and Industrial Development of the Republic of Kazakhstan for 2015 - 2019.

"We are pleased that thanks to the financial support of the Development Bank, our partners are improving production and expanding the range of products, which is in great demand among Kazakhstanis. Such projects more than ever demonstrate the success of the ideas implemented by the Bank, because thanks to the modernization of the oil refinery plant, the secondary process capacities have been increased, the quality of gasoline and diesel fuel has been improved, and all of them comply with European standards", emphasized Serik Akhmetov, senior banker of the Directorate for Customer Relations, DBK.
