The Project is implemented on the terms of public-private partnership. Within the framework of the Project in 2020 it is planned to lay fiber-optic communication lines with a total length of 6,200 km from the existing backbone networks of “Transtelecom” JSC to all regions of the country, which will provide BBA for state bodies and budget institutions (over 1,200 broadband access points) in 421 villages.
The project complies with the goals and objectives of the State Program “Digital Kazakhstan”, which aims to expand the availability of information and communication infrastructure to improve the quality of life of the population,”
The project implementation will allow about 1 million rural residents to get high-speed access to the worldwide network, bringing together about 1222 state bodies and budget institutions.
This figure reflects about 15% of the 7.75 million residents of areas (districts) that will be connected by a high-speed broadband network. The presence of high-speed fiber-optic communication in state institutions in the countryside will not only improve the speed and quality of work, but also become the basis for the implementation of various projects under the State Program “Digital Kazakhstan”, such as e-government, e-health, etc. Thus, we will reduce the digital disparity between the city and the village",
“Development Bank of Kazakhstan” JSC (DBK) is a national development institute for the modernization and development of the non-primary and infrastructure sectors of the economy of Kazakhstan, established in 2001. The main activities: development of production infrastructure and manufacturing industry, promotion and attraction of foreign and domestic investments in the economy of the country. DBK is one of the largest investment operators of state programs for industrial and innovative development. DBK is a member of the “Baiterek” National Managing Holding” JSC.
“SilkNetCom” LLP, a project company founded for the implementation of this Project, is the first signatory of the Republican Agreement on a public-private partnership with the Ministry of Digital Development, the defense and aerospace industry (previously, the agreement was signed with the MIC before transferring authority to the Ministry of Digital Development, the defense and aerospace industry). Upon completion of this Project, it is planned to continue work on the implementation of other PPP projects in the field of not only telecommunications services, but also IT areas.
