DBK allocates 300 billion tenge for investment projects to modernize utility infrastructure

Development Bank of Kazakhstan JSC (a subsidiary of «Baiterek» NMH JSC) plans to launch the program for financing engineering and communication infrastructure projects of the housing and utilities sector of the Republic of Kazakhstan for 2024-2029.

 

The program aims to address the issue of the worn-out state of housing and utilities infrastructure, which is part of the state's social policy. It will provide projects for the modernization of municipal infrastructure with long-term off-budget financing, which is a challenging and crucial task for any government.

 

DBK will act as the operator of the preferential financing program. Local executive bodies are expected to use the bond loan instrument for subsequent financing of natural monopolies on preferential terms. Thus, natural monopolies will be able to implement investment projects for the construction and modernization of electricity and heat supply networks.

 

The total amount of financing at the initial stage will be 300 billion tenge. The source of financing will be budget funds and market funding.

 

DBK also plans to directly provide natural monopolies with long-term preferential financing if the projects meet its requirements. Each loan will have a term of up to 14 years.

 

As a result of the program's implementation, it is planned to modernize utility infrastructure facilities, improve the level of development of municipal infrastructure, and increase and renew the country's housing stock.
